The Scottish Football Association and SPFL have introduced a strict new framework ahead of the current Premiership campaign aimed directly at curbing gamesmanship and time-wasting. Head of Referee Operations Willie Collum outlined these sweeping law updates to streamline match speed and ensure the ball stays active longer. One of the primary focal points centers on player substitutions, where strict countdowns will now govern how quickly outgoing players exit the pitch.
Under the new regulations, any player being substituted is required to leave the field of play within ten seconds of the official’s signal. If a player deliberately drags out the process, taking fifteen or twenty seconds or longer, a massive penalty is triggered against their team. The incoming substitute will not be allowed onto the pitch right away and must wait a full minute of active play before entering, effectively forcing the offending team to play with ten men for that duration.
In addition to substitution rules, severe consequences have been introduced for delaying restarts from throw-ins and goal kicks. Referees are applying a strict five-second guideline, and if officials determine that a player is intentionally stalling on a throw-in, possession is immediately flipped to the opposition. Similar strictness applies to treatment for injured players, who must now stay off the field for a mandatory sixty seconds before returning, unless the opposing foul resulted in a card.
These major changes signal a significant shift in how Scottish matches will be officiated throughout the season. Managers and players can no longer rely on traditional game-management tactics without running the risk of temporary numerical disadvantages or giving away immediate possession. As clubs adjust to these rigid time limits, the new enforcement aims to keep the action continuous for supporters and maintain a fairer standard of play across the league.
